Focused Changes Representation Form for

Land West of Swanbridge Road, Sully – MG2(46)

Part 1:     You need to fill in your personal details.  If you made a previous objection to the Draft Local Development Plan you will have an ID number which you can insert here also.

Part 2a:  You need to tick the box opposite “I consider that the LDP is unsound and should be changed”.

Part 2b:  You need to tick the box for CE1 and CE2 and C1 and C2

FC3:   I support the change as the reduction in the number of houses required means that “Land West of Swanbridge Road, Sully” is not needed, and confirms original objections that the site is unsuitable for residential development.
FC13:  I object to FC13.  There is no need to release the 500 houses at “Land West of Swanbridge Road, Sully” MG2(46) as the reduction in the number of houses required in FC3 means that this site is not needed, and confirms original objections that the site is unsuitable for residential development.
FC34:  I support the change.  However, the setting of the Listed Buildings at Cog and the rising main crossing the site are significant site constraints which have not been considered for MG2(46).  FC34 needs to be fully implemented for this site.

 

FC37:  I support the change.  Development proposals must now protect designated landscapes such as the setting of the Listed Buildings within and adjacent to MG2(46).

 

FC38:  I support the change as it clarifies the approach and requirement under the Natural Environment and Rural Communities Act 2006 and ensures the soundness of the Plan.

 

FC39:  I support the change as it clarifies the approach and requirement under the Natural Environment and Rural Communities Act 2006.

 

FC40:  I support the change as it clarifies the approach and requirement under the Natural Environment and Rural Communities Act 2006.

 

FC41:  I support the change as it clarifies the approach and requirement under the Natural Environment and Rural Communities Act 2006.

 

FC42:  I support the change as it clarifies the approach and requirement under the Natural Environment and Rural Communities Act 2006.  Cog Road Verge, Sully is a Highway Verge Conservation Zone and Tree Preservation Orders are both on MG2(46).  FC42 will safeguard their retention.

 

FC15:  I object to the change as it conflicts with biodiversity gain requirements under FC38 & FC39.  Wildlife corridors (FC40, FC42) will be eroded on MG2(46) as hedgerow and tree line continuity will be breached to provide access.  There is no evidence that the need for development on MG2(46) outweighs biodiversity interests as per (FC41).  This is acknowledged as follows in 2013/01279/OUT, see Taylor Wimpey’s Environmental Statement Vol 1 at paragraph 7.78 and 7.87.  Also see the Taylor Wimpey mitigation statement in chapter 9 where there is no guarantee that sustainable management will be established.  The Great Crested Newt populations in Wales and the Vale are few.  The impact on the population in MG2(46) would impact biodiversity at Vale and national level.  Other priority species are on MG2(46) as acknowledged and impacted upon in Taylor Wimpey’s Environmental Statement already mentioned.  The Plan is, therefore, unsound for coherency and effectiveness tests C1 and C2.

FC48:  I support the change as it protects Listed Buildings and their historic settings e.g. those within and adjacent to MG2(46).

 

FC52: I support the change as it protects Listed Buildings and their historic settings e.g. those within and adjacent to MG2(46).

 

FC53: I support the change as it clearly identifies what is of landscape importance and needs protecting e.g. the stone walls, the Highway Verge Conservation Zone of Cog Road, Verge, Sully; the Tree Preservation Orders and the pond which are all within MG2(46).

 

FC54:  I support the change as it protects the setting of the Listed Buildings within and adjacent to MG2(46).

 

FC57:  I object to the change as the 500 houses for MG2(46) are not required given the reduction in housing need in FC3 confirming original objections that the site is unsuitable for residential development.

 

FC59:  I object to the change as MG2(46) is not required given the reduction in housing need in FC3 which confirms original objections that the site is unsuitable for residential development.

 

FC60:  I object to the change as MG2(46) is not required given the reduction in housing need in FC3 which confirms original objections that the site is unsuitable for residential development.
